16-and-Under Ban Shot Down

The highly controversial Illinois House Bill 3914 was voted down this morning, according to a source in Springfield, Illinois. The bill read: "Provides that it is illegal to operate an all-terrain vehicle or off-highway motorcycle if the operator is under the age of 16, does not have a valid driver's license, or is not wearing a properly fitted helmet secured secured to the person's head."
