I have some experience with conditional use permits and the standard for their revocation, which usually requires a Court order. I will say violating the terms is a big problem. If you cannot run on certain days and you then violate those days repeatedly, you face loss of the permit if you have not gone through the formal process to expand the days and have a proper hearing on the expansion.
I have been to Dade City MX and it is a nice area pretty remote from Tampa, though there are still neighbors. Reed’s track is just a bit SE of Dade City MX so clearly MX is common in that area. The lesson is to do anything to appease the neighbors. I give dining gift certificates to the couple farmsteads surrounding our private track. Works wonders.

This is what happens when the manufacturers, the AMA and the FIM demand that everyone ride FOUR STROKES.
There is no more disgusting sound than a four stroke, and the sound carries like a fart during a math test.
Conversely, the sound of a two stroke is akin to a Mozart concerto, and can be used to arouse females or to soothe babies to sleep. It's a cure-all that relieves symptoms of gout, consumption and rheumatoid arthritis, not to mention the common cold.

Much as I like 2-strokes, I wouldn't say the sound of a few 110db Cobras riding around a small mini track could be compared to Mozart, Motorhead, or even an American Idol early cut.
Hard to know just how loud it is. I thought it was strange that someone said they could hear the tires squealing. If the motors were loud, you'd think that would drown out the tire noise.

So a possible end game if Reed continues to piss folks off is bye bye go-kart track.....Doesnt sound like he pulled any permits to install a paved race track and if they really want to be pr*cks, they can fine they hell out of him and order it be demolished.....doubt that will happen, but doesnt sound like Reed is being very cooperative.....

These are the same type of people that if electricity just came out they would say poles are dangerous to drivers. The noise is the easiest thing to complain about. Noise can be considered a pollutant by affecting one's mental health.

This is really a shame. You would think he would be smart enough to realize that his business indirectly relies on supportive neighbors. I just don't understand why he would be so blatantly disrespectful of his community and the law. Foolishness on the Reed's part.
Reed is riding his track like he should. The neighbors and you hypocrites saying he's not cooperating? He's practicing .working!. Pays taxes on that land . Those neighbors prolly don't even have jobs cause they are always at home . Boom.lol
70 decibels is not loud at all. Most noise ordinances where I live draw the line at 85 decibels before you can be cited. I believe a normal conversation is about 65. A lawn mower is about 85. If I were Reed I would stand at my property line with a decibel meter while my neighbor cut the grass on Saturday and file a complaint.
This is just depressing on so many levels but the biggest one is the fight against private property owner rights.
Sure I want Reed to stand up for the power-sports industry but in my eyes this is a bit bigger than that. Thankfully I live in a small town, full of farming and industry so the sound of dirt bikes is welcome. Not sure how bad I would react if a neighbor tried to tell me I can't ride my dirt bike on my own land.
So go get them Reed, you have my full support in this!

This is about people wanting more laws, regulations, and government control. The hoops you have to go through just to ride a dirtbike....come on people!!! Wake the F up! Laws, regulations, permits....if you believe in this garbage then the public school system has worked in the government's favor. They should do this, they should do that.... Reed gets pushed over on this, the rest will go as well. Stand on solid ground or start grabbing your ankles...I'm with Reed. I'm with motocross.
Pretty messed up you can't do with your land what you want when you live pretty much in the middle of nowhere. I've been to Dade City, it's the boonies and it's a really rural area.

Reed offically became US Citizen last year during the Nats I believe.
@DungeyPoto, yes but different issue. McGrath dealt with an eminent domain issue. McGrath’s track was built in the middle of nowhere. As the residential area continued to expand, the track was gobbled up as part of the expansion of homes and development. Happens to motocross tracks, farms, all kinds of properties inconsistent with the new zoning expansion.
Keep in mind, you need a permit/license to drive, operate a commercial vehicle, dump waste, bury nuclear fuel, buy a handgun, start building a home, hunt, panhandle, get married, be a doctor, etc, etc. I volunteer over 100 hours a year to “right to ride” issues for motocross tracks. When articles appear in the paper about a local motocross guy blatantly violating rules (allegedly), it makes the sport look bad and that hurts everyone, even the tracks following the rules.
Unlike most people who have to try fighting something like this, Reed can afford to have good lawyers fight for him. If he loses, that would be bad sign.
You never hear about something like this in Oklahoma. I'm surprised more rider don't set up shop there.
Washougal had a problem a few years ago. I don't know if they resolved it. I think the tire noise was the carts sliding.
I had a neighbor awhile ago that raised coon hounds, that sucked. I just thought about when a dozen of us were riding on sundays how he felt. Nobody is open to compromising any more. I'm sure the noise is not as bad or often as they say and I'm sure Chad and friends ride/drive at times that they agreed they would not. I speculate that the go-karts with the crf250 engines in them do sound annoying after a few hours and those are probably the offenders with what was said in the article.
This isn't a property rights issue, so don't try to make it into one. Do you own the sound waves? Maybe when they are on your property, but once they leave they are entering your neighbors property or public property and you are then subject to laws governing them. Since when is respect (or lack thereof) for your neighbors and fellow countrymen a political issue?
I realize some neighbors can be real jerks in situations like this, but it seems like Reed is provoking it. I might have some sympathy for him if he had followed the ordinances.
I have an acquaintance that lives about 2 miles from Cahuilla Creek MX park. The subject of MX came up and he was telling me he was bewildered. When he first moved there they hardly ever heard anything, but now it is a constant. It's not loud enough to bother him, but imagines it does those who live closer. We finally came to the conclusion that the sound became noticeable with the change from 2 to 4 strokes. I guess the deeper sound carries farther.
I love watching motorcycle racing, and the sound of it is all part of that. But who wants that noise 7 days a week? I live on a residential street that recently had three different guys moved into the neighborhood with uncorked road bikes. It is a nightmare. I have a sound meter and have measured over 105 dB at my window when they do their usual full throttle drive-bys. It is jaw chattering loud. My young son is routinely jolted out of sleep by this at 2:30 am. This is obviously different than a more distant practice session, but I think it illustrates how it sucks to have your home assaulted by noise.
As annoying as Chad thinks Florida may be, he needs to remember how unrestricted and free it really is compared to just about anywhere in Australia. Just came back from oz on a holiday and those aussies are burdened with so many laws that it is almost bankrupting most of them. Reed should play the game and work with everyone instead of butting heads, but that is sometimes hard if you have jealous neighbors.
@texag is right id do the same thing. everytime they start their cars and mowers make sure it's in the correct sound check and hire people to hide in the bushes to make sure they're not breaking sound rules.
I hope Reed is attemting to be nice to the neighbors.
NOW the question begs to be asked- are his neighbors trying to be nice and respect him? I understand he owns over 15 acres and pays income tax, pays property taxes, brings money into and spends it in the local area. He should be able to ride on his own property in pursueing his own career. He should be able to ride carts on his own property for fun. If he is doing it for a commercail business thats one thing but if he is playing in his own yard- he should have that freedom.
Its a sad day when you really don't own what you paid for, and can't do what you want.
If I was CR I would be as nice as possible to the neighbors give them nice tickets for the closest supercross and buy them dinner. I would also put on the quietest mufflers possible and switch the carts to quiet 2-strokes. He needs to ride and have fun and I can totally relate to his side- but he should know that he can win more with honey than salt. If he spent considerable effort trying to be nice and get along with them he might help the whole perception of all of us riders and the industry, I love riding and have my own track and have compromised to help with my neighbors- it has gone a long way.
I love 4-strokes am 49 years old and grew up on 2-strokes- its a pity the sound carries more. my 450 helps my riding style (i'm sloppy) and helps to smooth me out.
MXBob I hate to say, it but it does happen in Oklahoma. Brett Cue's dad Ronnie moved out in the country, built a nice practice track for Brett and a neighbor over a mile away took legal action. The neighbor was a elderly man, who is an "artist" and his wife, a lawyer. Over the course of time Brett was limited on when he could ride, how many could ride and couple years later, the track is no more. Brett is now forced to find other places to ride... Guy Cooper even had trouble when he started Cooperland Raceway. Legal action was threatened, as the neighbors were worried about the noise, pollution and the effect on wild life. Guy was able to overcome and open the facility, but he had to get attorneys involved. So it is a nation wide problem...
You gotta be kidding me, the neighbors sound like real jerks about the whole thing and also the county. Reed is trying to make a living and with his profession you have to ride as much as possible but his neighbors dont seem to respect that, how would they feel if reed started interfering with there trying to make a living. I can guarantee they wouldnt like it.
15 acres is not as much land as you think if you've got multiple tracks and buildings on there. Pastrana went through his headaches over this as well. I know our town has used google satelite images to see what you built and when.
It would seem that the time to make nice with the neighbors is long gone. Could it be that Reed is not planning on staying there much longer anyway and is telling them to screw?

It's been mentioned here a few times that CR only owns 15 acres. If that's true then it's easy to see why the neighbors are po'ed as 15 acres is nothing in terms of space for a SX and cart track.

Mike Metzger told me a funny story about his neighbors pissing him off, he did some funny things to pay them back, like painting his house black, painting all the large boulders on his land black, then painting crazy skulls and things all over everything to run off anybody who considered buying a house in the area, LOL
@pizzacorner: I'll ignore your usual political drivel (other than to note: presidents don't pass budgets, and it seems neither does a gridlocked congress), but I can tell you one thing: The noise complaints for several of the MX parks in my region are not coming from "Whiny Liberal" communities or individuals. i have a freind who lost his property(50acres) because he refused to sale to the developers, the developers went end around to the city had him annexed ( cow pasture and corn fields) then they imminent domain'd his azz and took his property. he was compensated to the tune of 30% less than what the developers offer . then the city sold it to the developers. communist........? not yet, but we are splitting hairs , lets say fascism..........ok?

I agree 15 acres is not a large parcel of land for bikes. 70dcb is also not overly loud but if it was constant all day it would certainly annoy the neighbours. By the sounds it's only 1 neighbour that has a problem but this person might be the month for the wider community. CR needs to get an a Acoustic Engineer involved to accurately assess the noice levels along his property boundaries (mainly the complaining neighbour) and construct an acoustic barrier to minimise noise mitigation from his property. You'd be amazed how good an earth mound around 6-8 feet high planted with heavy vegetation will act as an acoustic barrier.

I guarantee people all over this country living near airports and freeways put up with more than 70 decibels. If there is only 70 decibels at their property line they can't hear it inside their house. As long as he is not riding between 10p and 7a it shouldn't be a problem.

@texag: People who live near airports and freeways typically know before choosing to live there what they are getting into (although it doesn't stop some from complaining). Take me, I live on a busy residential street and learned to live with the traffic noise which rarely exceeds 65 dB with closed windows. I can live with the occasional loud vehicle too, it just goes with the territory. But now I have a few neighbors with illegal bikes that read over 100 dB, in my house -- that has crossed the line.

I live over a half mile from small college in the midwest. Every Saturday that there is home football game. I can hear the name of the runner while trying to make the play over the public address system. Whether it is 1st down or 3rd down I can hear it . And heaven forbid a touchdown. You hear a constant roar for a good 30 seconds. All of this goes on for as long as 3 to 4 hours. The cops never show. Here I am on a Saturday evening and I cannot even hear my steak, I mean hamburger burning.
So somebody else help me out . This is within city limits, not out in the country. So maybe some of the same legislaters can have the football games banned on Friday evenings and on Saturday and Sundays. Yeah Right.
What is the difference between the bark of a PA system or the bark of CR?
Oh I forgot to mention the terrible traffic snarl after the game.

We are seeing one side of the arguement by reading this article so keep that in mind... BUT... Reed has apparently pissed off some neighbors and local officials and that is NOT GOOD for MX because like it or not, he represents all of US! He is a multi time MX Champ and he is looked up to and his actions carry a lot more weight than any of ours and this noise problem is affecting motorcycling in a big way, on road and off road whether you like it or not.
I read about this on another forum a while back and a guy commented and said he was a sheriff in that county and said that the one neighbor the lady was trying to buy that property and reed bought it out from under her so shes had it out for him ever since

I'm sure that community has it out for him. I remember reading about an airport that was going to start allowing small jets to land and take off and there was a public outcry about the potential noise. The airport officials were going to have some test landing and take offs on a specific date that was announced to the public to see if everything would go without any problems. There was a flood of calls complaining about the noise from the jets. The problem was that there were no jets flying in or out of the airport that day; it had been postponed. Point being, even if Reed did everything these people asked and they couldn't hear him anymore (if they really even can now), they would still want him gone. When people think of dirt bikes, they think of freestyle punks and are immediately against anything to do with them.
@motoguzzi, stick it where your boyfriend sticks it. You showed your stupidity when you said something about Texas, Arkansas and Louisiana being backwards. The people in those states tower above you in class, intelligence and sophistication. Don't pick on them. They're good people.
Pretty sure I read about this on MXA weeks ago. What does he expect when he runs carts after the specified hours with geriatric neighbors??? Of course they're annoyed and are after him.
@motoguzzi: You make it seem like I went out and bought a dB meter so I could sit around and spy on people. I used to do audio engineering and happen to still have the meter I used for calibrations. It still works and this is the first time I've used it on traffic noise. If it was legal noise, or even within reason of legal noise, bothering me, I would agree it would be up to me to move or deal with it. But it's not even close, so I have more options.
Anyone familiar with the demographic of Florida knows that his neighbors are 65+ year old northern folks who complain about everything from youngsters (50 and below), grandkids, anything with a gasoline engine (99% of the developments are golf cart communities). So it is not all that it appears. HOA's are policed by the aforementioned seniors who have nothing to do than to harass all the young whipper snappers!
I'm sorry but no one has the right to total silence especially during the day. When I'm at the track I can sit in my truck with the doors closed and barely hear the bikes and have no trouble sleeping. What about construction noise? mowing? a chain saw? These people are just looking for a reason to complain.
@husky: That noise barrier would do wonders to Reeds piece of mind instead of the headache of battling neighbors all day long.
The real problem is theres too many people in florida nowdays for motocross track owners to live in peace. I remember back when it was basicly just isolated swamp land. In the past 30 years its developed too much, one big tourist attraction.

Honestly guys, I can see both sides of this. It's chad reeds property, he feels he should be able to do what he wants.. However, it would suck to be his neighbor and annoying. The artical says sound levels were meassured at 70dbs. Ladies and gentlemen a law mower is around 81dbs. who in the hell is riding at his property on Saturdays and Sundays, it aint him hes at the races. With that much property spread out like it is there just shouldn't be any problems. Nieghbors are probably libs..
Reed has 63 acres. 24 acres of it are tracks. The neighbors run an organic nursery. Considering the AMA sound test is what, 94 decibels at 2 feet? 70 decibels at the property line is pretty bad. Reed would have no problem if he lived next to other MX riders. The words "organic nursery" don't bode well for him though. Time to move maybe.

I believe Reed and his neighbor have equal property rights and equal rights to enjoy their property. The neighbor should not be allowed to shut Reed down and Reed should not be allowed to ride 24/7.
When someone gets a conditional use permit, there is a hearing and a “compromise” is reached with certain hours and neighbors are good with everything and the rider rides. Unfortunately, when a person gets a permit, suddenly they go from a guy riding within the prescribed hours to 30 people riding at all hours. Happened at our private track.
At our private track, the neighbor called to let us know some people he did not know were riding. Went out and found a group of motocross riders who just tore up our freshly prepped track, were riding without permission or signing a release, were smoking pot, and drinking beer post-ride all the while throwing the empties on the ground. When we asked what they were doing, they told us: “Go F yourself. It is a free country.” I agree with 99% of what you say @Rick, but some people use “freedom” as the basis to trample on the absolute rights of others with no remorse.

I'm a big Reed fan and have been for a while now...however, he's hurting all of us common dirtbikers. Jesus, Reed you're a rich guy with access to all the best muffler technology from ProCircuit, FMF, or whatever. PUT A DAMN SILENCER ON YOUR SHIT! Sick of idoit dirtbikers and atv riders losing my places to ride because theyre too dumb to silence their bikes!! Reed should act like an ambassador not a spoiled brat.

I would say to those people just be glad you can hear it! Because I went deaf, Not because of racing but because they dont know why? Ya have the neibors put some foam int thier ears and be glad they can hear!
Your average lawn mower consistently puts out more than 70 decibels at those distances.
I agree Jon, I also agree that Reed should purchase some big ass mufflers. He is worth 60$ million as of late I guess.
The other option is put a large fence up with sound dampeners around his track, and paint the side facing the neighbors blaze orange.
This is total bs (as most everyone has agreed) I just tested my dryer running it is 62 db and it is not that loud I shut the utility door and cannot hear it. I think Reed shoud take the silencer off and ride a couple of laps. I had a neighbor complain about riding a 125 and I showed him what loud was, never hear from him again. This is the frickin USA I bought the land I can do what I want! I don't like it when my dumb ass neighbor screws his sheep. Do I complaine? no I turn and look the other way.
The interior noise level of the average car at 70 mph is around 70 dB. Do these people get offended driving down the highway? The fact they own an organic nursery speaks volumes. Anything louder than a butterfly probably rattles their Birkenstocks.

4 strokes- slowly killing our sport. If Davey and Honda want to believe otherwise that's up to them but the reality is there's almost nowhere left to ride. The bikes all make plenty of power now, dropping the db requirement to 90 is not unreasonable at all. Supercross used to be loud in the Kingdom but you didn't need ear plugs. Now, in an open air stadium with 4 strokes, you have to have ear plugs or not be able to hear for a day or two.

Another really important thing that many on this post don't seem to realize- The AMA tests for 94db at 2 feet- but at only 4K RPM! Wide open, current bikes make around 115db.
That's loud by any standard, really loud. Certainly loud enough that your neighbor isn't going to want to hear it all day.
Remember, sound increases logarithmically. It takes a HUGE increase in noise to make another 10 decible, or its 10 times more intense
20 decibles is 100 times louder, an increase of 30 decibles is 1000 times louder
It would be nice to hear Reed's side of the story. He's usually pretty open with his opinions, but his lawyers are probably telling him to keep quiet. I just don't get it. I don't know why he would seemingly have such blatant disregard for the law. And is this the greatest hunk of land in Florida or something? If you have pissy neighbors, buy some land where your dirt bike isn't within earshot of your neighbors.

are the bikes louder today than they were in the early '70's? i have heard a gate full of 1976 125cc twostrokes with stingers, and they were very loud. so what is different from then to now? assuming the noise is close to being the same. there were more bikes sold in the 70s than are being sold now, so there must have been more people riding then thus more opportunity to annoy more people. what has changed now? are the bikes louder? are are people less tolerant of the noise? do the people have more power now to force a person to conform?
@una-bleeping-dilla: The difference now is just population, there are more people living in a given area than 30 years ago. Urban sprawl, suburban sprawl, you name it. Many tracks across North America have become extinct due to people moving into the area.
@Unadilla--YES, the bikes are alot louder than they have ever been.. 4-Stroke sound travels farther and louder than 2-stroke sound.. Its not population, its how far the sound of the 4-strokes carry..
Reed should have done some homework before building what he built and where he built it.. Those peoples business has been than for years.. And his track goes right up to the property line.. As much as I love to ride, that would be hard to take day in and day out for a business owner..

I believe first come...first serve....However, noise and neighbors rarely get along. I wish him the best and PLEASE be somewhat considerate to your neighbors. We have alot of "Open riding" areas getting shut down. Having your own property to ride on is kinda like a "Privlidge". I know, you do own it...but we have to get along or its time to move to a more secluded...perhaps desolate place to build, ride and live.
